With more than 20 years of progressive leadership experience across strategic operations, business development, stakeholder engagement, and community-centered redevelopment, Oscar has built a career grounded in execution, relationship building, and measurable impact. As Chief Strategy Officer of the New Jersey Redevelopment Authority, Oscar leads strategic partnerships, technical services, municipal engagement, and training initiatives that expand NJRA’s statewide reach and strengthen its role as a trusted resource in redevelopment and community development. Oscar has led NJRA Training Institute programming across more than 55 workshops, reaching over 2,000 participants over 10 years, while extending engagement efforts across more than 71 legislatively designated municipalities and all 564 municipalities throughout New Jersey.

Throughout his career, Oscar has consistently translated strategy into results by aligning organizational priorities with execution, building cross-sector partnerships, and expanding platforms that support growth, visibility, and long-term value. Oscar has led collaborative initiatives with local, regional, and national organizations, strengthening engagement across public, private, nonprofit, academic, and industry sectors, while mentoring staff and emerging talent to build internal capacity and organizational effectiveness. Before his current role, Oscar advanced through multiple leadership positions at NJRA, where he managed strategic operations, developed and monitored division budgets, led cross-functional teams, identified new partnership opportunities, and ensured programs met performance objectives. Earlier in his career, Oscar delivered strong business results in both public and private sector environments, including managing a $4 million sales territory for General Electric, achieving 231 percent service growth in one year, overseeing annual sales exceeding $330,000 as a General Manager, and contributing to market strategies that generated $3 three million dollars in net earnings.

Oscar is known for his ability to convene stakeholders, navigate complexity, strengthen institutional partnerships, and guide mission-driven initiatives with professionalism, discipline, and vision. With a foundation in finance from Rutgers University, advanced executive learning through Wharton, and active engagement in board and interagency roles across New Jersey, He brings both strategic perspective and practical execution to every opportunity I lead.
